We have become use to free services on the most popular websites. It is very dangerous to start charging people for something they have been getting for free. User generated content is also key to Youtube, and if they lose users, they will lose new content too. Flickr is fundamentally still free but brings in money through additional options, perhaps Youtube could do this.
